Founder | Kyle Perkins
Kyle Perkins is the Founder of Community and Law Enforcement Engagement Solutions (CLEES) and a career public safety professional dedicated to strengthening trust between law enforcement agencies and the communities they serve.
Kyle brings a rare dual-discipline perspective, with nine years of service in the fire service and five years in law enforcement. He currently serves as a full-time police officer, Field Training Officer, and Mental Health Unit Officer, where he works at the intersection of public safety, behavioral health, and community services. In these roles, he mentors new officers, reinforces professional standards, and supports effective, compassionate responses to individuals experiencing mental health crises.
He holds a Bachelor of Science in Criminal Justice and combines academic grounding with daily operational experience. Throughout his career, Kyle has seen firsthand how mental health calls, communication breakdowns, and lack of community trust can escalate otherwise preventable incidents—impacting officers, families, and entire communities.
CLEES was founded to address those challenges through practical, human-centered engagement strategies that reflect real-world operational realities. Kyle specializes in community engagement training, Reverse Citizens Academies, facilitated dialogue programs, and data-informed engagement initiatives designed to reduce unnecessary conflict, protect officer careers, and improve public confidence.
Kyle’s mission is to help agencies move from policing the community to policing with the community—building safer, healthier, and more resilient cities for everyone..
